On August 31, 1983, the Soviet Union shocked the world by shooting down Korean Air Lines Flight 007 over the icy waters of the Sea of Japan, killing all 269 on board, including a United States congressman. Taking the lead in condemning the shootdown as wanton murder, the Reagan administration asserted that KAL 007 was a civilian airliner on a routine flight and had innocently strayed into Soviet airspace. The Soviet Union countercharged that KAL was on a spy mission, that the overflight had been intentional - one of many in recent years - and that the Korean pilot had ignored repeated warnings, leaving the Soviets no alternative but force.
