Subject: The threat of disaster, natural or man-made, is a fact of life. Planning for disaster is a responsibility to be taken seriously at all levels of government - federal, state and local. Disaster plans rely upon a strong supportive partnership beginning at the local level and rising to the highest level necessary to bring about recovery. Disasters can exceed the capabilities of state and local resources and therefore warrant federal assistance. The President's disaster assistance program, managed by the Federal Emergency Management Agency, is the primary means of providing federal assistance. This handbook discusses generally the procedures and process for requesting federal assistance and the types of assistance which may be available, with or without a Presidential declaration. It is intended to provide, in layman's language, a brief overview of each of the various programs
