The toolkit provides basic operational resources as well as structural guidelines for the development of a preparatory organisational sub-plan for spontaneous volunteer management. The toolkit is designed for the use of regional and national co-ordinators, local team leaders and community agencies who are involved in "recruiting, deploying, managing and debriefing disaster response operations using spontaneous volunteers."
