Subject: Land-use planning for seismic safety has been mandated in California for more than 20 years. The 1994 Northridge earthquake, which significantly impacted 19 local jurisdictions, provided a unique opportunity to assess the effectiveness of this planning as a mitigation strategy. It was found that planning had a small, but measurable, effect in reducing earthquake damage. In particular, the hazard delineation and public awareness components were most effective. Additionally, a disproportionate amount of damage occurred in areas that were previously identified as likely to experience liquefaction, and communities that had undertaken detailed mapping of these areas experienced less damage than those that did not
