The Oslo Conference concluded the first phase of the Department of Humanitarian Affairs (DHA) work on the development of guidelines for the use of Military and Civil Defence Assets (MCDA) in disaster relief. The main objectives of the conference were: to present the guidelines to the international community; to receive comments from the participating states on their content; to set the framework for further development of the guidelines and their practical application; and, to contribute to further improvement of DHA's emergency response system
