Subject: In the early hours of the morning of Sunday 28 May 1995, the island of Sakhalin in the Russian Far East was hit by an earthquake measuring 7.5 on the Richter scale. Although a number of towns in the island felt the quake and some houses in these towns sustained light damage, the northern town of Neftegorsk received the main force of the earthquake. The initial reports were that the town was very badly damaged and of the town's population of 2,970 people, at least 2,000 were buried under the rubble. On 29 May the Ministry of Russian Federation for Civil Defence, Emergencies and Elimination of Natural Disasters (EMERCOM) requested than an UNDAC Team be sent to Neftegorsk. Immediately on arrival in Neftegorsk, the team met with the Vice Governor of Sakhalin, who briefed on the situation. The team made assessments in the area and talked to rescue teams as well as doctors at the medical station
