The disasters of the past decades have proven that there is a great need for international foreign relief capacity in large scale emergency situations. Undoubtedly, the use of Military and Civil Defence Assets (MCDA) has contributed to success in dealing with such disasters. As has been made clear at international conferences since 1989 there is still a need for improved cooperation between the states and humanitarian organizations in order to maximize the effectiveness of relief operations. This is also true of MCDA, for which the criteria and prerequisites for use, as well as their impact, have received little international attention. In light of the growing number of large disasters and the increased willingness of States to offer assistance by way of MCDA, the Brussels Workshop responded to a current issue which is of great importance to disaster relief and of crucial significance to disaster victims
