Subject: The City of Tulsa has a long history of flooding - and an almost equally long history of failing to deal with the problem. However, severe floods in the 1970s and '80s that took scores of lives and inflicted millions of dollars in damage moved the community to take a stand. This report recounts the historical process in Tulsa leading to the development of a comprehensive program to reduce flood hazards that is now a model for the rest of the nation. It particularly focuses on Tulsa's floodplain clearance activities and identifies lessons that Tulsa administrators learned in dealing with their flood hazards
