Examines the issues and serves three main functions: 1. to show that a knowledge of the law is vital when working on problems associated with potential dam failures, warnings, and risk mapping; 2. to show that the law is a flexible tool to positively aid in resolving these problems; and 3. to explain that the present law is flawed and new legal and administrative responses may be necessary to cope with expanding concepts of liability.
