This review was commissioned after the "Co-ordination of Emergency Services Workshop" held in Wellington on 30 November 1994, out of which came a proposal for a comprehensive review of emergency services on the basis of what was described as a "greenfields approach". Initially, the review was to encompass the four phases of emergency management - mitigation, preparedness, response and recovery but was later refined to focus on preparedness and response. A more detailed description of the Emergency Services Review Task Force's Terms of Reference and procedure is contained in Section II Part 2 of this report. Mitigation and recovery issues have naturally arisen in the course of the Task Force's work, and have been flagged where appropriate
