Presents edited remarks from the conference on the flood of 1993 along with summary recommendations made after the event was completed. Major issues of concern which emerged during the conference were recovery from the economic and stress impacts of the flood, intermediate and long term flood recovery efforts, the unpredictability of the physical and organizational work environments of disaster response workers, communication difficulties, application forms used by disaster relief agencies, coordination of efforts if federal agencies are to respond in a timely fashion, evaluations of early intervention efforts, the Farm Partners in Iowa program, a comprehensive approach to farm family problems and appropriate solutions, establishing an infrastructure and disaster response network of state and county social services, efforts to move from the model of tertiary prevention and treatment to more proactive secondary and primary prevention efforts, and the various roles of disaster response personnel
