Californians found themselves confronted with the largest and most extensive flood disaster in the Golden State's history as January 1997 drwe to a close. These floods not only tested the Sacramento-San Joaquin flood control systems, but also the stamina and resolve of its citizens. In response to concerns raised by the flooding, the Governor formed the Flood Emergency Action Team. This report outlines FEAT's findings after evaluating existing flood control facilities and emergency agency responses
