This report describes the development of an occupant response model which is able to reproduce the behaviour of urban population groups in response to emergency warning during a major incident. The model focuses on the effectiveness of different types of warning systems in different locations and settings and the response of the local population. The model comprises a series of algorithms, or rule sets, which model the dissemination of different warning messages and their affect on an exposed population which are characterised by a set of situational variables that describe their state and environment
