When U.S. observers noticed the change in orbit of the Russian satellite Cosmos 954, a series of planning steps began within elements of the U.S. Government to prepare for the possibility of a reentry with subsequent dispersion of radioactive debris over a populated area. Consequently a computer-generated code name, Morning Light, was assigned to this impending reentry problem to simplify reference for planning purposes among the various departments and agencies of the U.S. Government.
