On the 10th of July 1976, a cloud of poisonous gas spread over part of northern Italy after an incident at a plant owned by Icmesa, a subsidiary of the Swiss chemical company Roche. The incident gave Europe a new word in the safety lexicon, and new laws in the shape of the Seveso Directive and the vast corpus of legislation derived from it. Yet few people remember the incident itself and the fate of the people involved. Roche has now published a document that records much of the technical, legal and human history of the affair in a remarkably frank manner
