Subject: The provision of emergency services in modern society demands sophisticated information management capabilities to enable successful execution of the prevention, response and recovery operations which are required before, during and after an emergency. This paper examines the characteristics of GIS required during each phase of emergency service operations. It focuses in particular on the specialised mapping and GIS capabilities necessary for the minute-to-minute command and control of emergency response operations. These are capabilities which are not satisfied by the current generation of GIS products
