Emergency stocks are a key element in IEA emergency response and, in the recent history of the IEA, the 2.5 million b/d IEA Contingency Plan during the Gulf crisis of 1990/91 demonstrated their effectiveness. IEA Member countries exert constant efforts to strengthen and improve emergency preparedness in this area. With IEA net oil imports, notably from the Middle East, continuing to rise, issues of oil supply security will demand increasing attention from IEA Member countries. The papers presented provide a comprehensive overview of the status and prospects of the emergency stock policy and management of IEA Member countries and key non-member countries as well as discussion of a wide variety of technical issues involved in oil stockholding.
