Often during disasters people are evacuated to mass-care centers. These centers usually do not allow the entry of cats and dogs except for those belonging to people with special needs. Many pet owners will not leave their homes during a disaster if there are no provisions for the care of their pets in their absence. If they take their pets with them to the shelters they will not be allowed entry. Realizing the ramifications of this problem, several agencies in Maryland have developed a pet-sheltering plan
