However, it is known that elderly people have refused to evacuate because of their pets and at least one has died as a result. The population is ageing and over 50% of United States households have pets. Therefore, several Florida counties have requested the Animal Disaster Planning Advisory Committee develop guidelines for use by those organizations desiring to operate shelters in which evacuees and their pets do not have to be separated
