Disaster planners have started to realize how drastically failure to plan for the animal population will affect the viability of their disaster plans for people. For instance, refusals or delays to evacuate without animals can jeopardize or cause breakdown of the overall disaster plan. County disaster plans should include notification of an animal services response system anytime an evacuation is ordered, or anytime an emergency could involve animals
