Subject: In a matter of seconds, the Great Hanshin-Awaji earthquake, which suddenly struck the southern area of Hyogo Prefecture on January 17th 1995, resulted in the loss of many lives and the destruction of towns which had been built with unceasing effort. The sight of the victims who, in spite of the devastating situation they were placed in, reached out to each other in encouragement; the swell of volunteer activities as had never before been experienced; and the various forms of assistance from not only inside Japan but from around the world evoked deep feelings of gratitude and solidarity leading to earlier than expected recovery. Hyogo Prefecture has formulated the Reconstruction Plan for the Great Hanshin-Awaji earthquake, known as the Hyogo Phoenix Plan, with the help of many suggestions and proposals and based on the valuable lessons learned in this disaster, such as the need for disaster prevention measures which are in harmony with nature and the importance of building cities where citizens can live in safety
