The purpose of this investigation was to document the broad range of nonstructural mitigation acitivities undertaken nationwide in communities exposed to coastal flooding and erosion. The primary floodproofing measures used are elevation of homes in place and relocation of homes to safer locations. The investigation confirmed that floodproofing can avert flood insurance claims and disaster assistance payments, thereby reducing federal expenditures
