In order to gain a better understanding of state hazard mitigation planning as practiced under the Stafford Act, a case study for the state of Tennessee was performed the week of June 25th, 1995. The objectives were to gain a better understanding of how Tennessee's 409 hazard mitigation plan was developed and utilized, and how 404 hazard mitigation projects are identified and implemented
