The primary intention of this report is to ask whether, given the catalogue of climatic experiences in the period since the release of the IPCC's 1990 reports, it is now time to reassess whether or not the early signs of a human-enhanced greenhouse effect are already detectable. Chronicled are all the major extreme weather events, broken meteorological and climatic records, and natural climate-related disasters which have occurred since the IPCC's first scientific assessment in May 1990
