In the first week of March 1997, severe storms and the resulting tornadoes, mudslides and floods affected the major proportion of Kentucky with disruptions to utilities, roadway blockages and damage to culverts and bridges. These floods severely damaged or destroyed 2000 homes and their contents, and led to 19 deaths. 97 of Kentucky's 120 counties declared local emergencies. This plan is intended to provide the framework for mitigation activities to be undertaken during the early stages of redevelopment and provides mitigation guidance for the Commonwealth of Kentucky
