The objectives of the seminar and workshop were: 1) To share the institutional lessons learned (i.e., success and failures) in assessing and responding to recent severe droughts in the United States; 2) To review the status of drought prediction, monitoring, and impact assessment technologies at the state, regional, and national levels in the United States and critically evaluate the adequacy of existing programs to meet future needs; 3) To review the status of mitigation programs and drought contingency planning by state, regional, and federal agencies in the United States and critically evaluate: the adequacy of these programs and plans to meet future needs; institutional responsibilities at various levels of government; interaction and cooperation between levels of government and with private organizations; methods to improve the partnership between levels of government and with the private sector; 4) To identify research needs in monitoring and information dissemination techniques, mitigation and response programs, and drought contingency plan development and coordination
