Through its ethical and legal obligations and by its direct association with formulating and implementing emergency management policy, local government is in a priveleged position to promote necessary change in emergency management. Moreover, because of its high reliance on a diverse range of knowledge-based expertise, all of which are pertinent to emergency management, local government has the necessary human resources to achieve the multi-disciplinary approach that underpins effective understanding and planning
