in 1979 there were over 13 million licensed CBs. This report examines as a case study the use of CBs in the 1978 Grand Forks floods in North Dakota and Minnesota. Identifies a number of emergent use patterns, but found that the majority of those interviewed (60%) did not use their CBs during the emergency
