This report documents one of six case study visits undertaken during the summer of 1995. Researchers visited Massachusetts on July 24-27, meeting with various federal, state and local officials in order to examine hazard mitigation influences, planning, procedures, and effectiveness following Hurrican Bob (1991) and severe northeast storms in 1991 and 1992. To understand how state mitigation policy in Massachusetts is being interpreted and implemented at the local level, the researchers conducted a round table meeting of local officials. This report contains a description of the disaster event, an evaluation of the 409 state hazard mitigation plan, and a description of Massachusetts's hazard mitigation planning and implementation process. There is also a discussion of the results of the state's mitigation efforts. Finally, the report examines key issues of the Massachusetts case study and offers some conclusions and recommendations
