The FEMA has undertaken the development of a national Urban Search and Rescue Response System. This system is being formulated as an integral component of the United States Government's Federal response Plan under Emergency Support Function 9 - Urban Search and Rescue. The USAR Response System is a framework for structuring existing emergency response personnel from the local level into integrated task forces. These task forces with the necesssary tools, equipment, skills and techniques would be deployed by FEMA and the Dept of Defense for the rescue of victims and mitigation of hazards at large scale disasters on a national level
