The Seminar organizers chose to include the elderly in the Emergency Planning. Great proportions of major disability groups are elderly. Most conference speakers chose Fire as the threat most often encountered. A few chose earthquake victims, an International perspective was given by a speaker from the Office of Foreign Disaster Assistance, Agency for International Development
