The frost and freezing hazard is generally considered to be an agricultural hazard, but the cost is felt by the whole community. The Office of Emergency Preparedness estimates annual losses to be approx. $1.1 billion (1972). The pattern of losses does not seem to have changed significantly over the last 20 years. 5 major fields of research are identified 1) prediction and forecasting, 2) crop insurance, 3) protection methods, 4) adjustment selection, 5) data collection methods
