Intergovernmental conflicts in the management of flood-prone areas arise in many contexts, including 1) adoption versus non-adoption of any management measures whatsoever, 2) structural vs non-structural approaches, 3) levels of protection to be achieved, 4) management of natural storage areas lying in more than one jurisdiction, 5) coordination of regulations, 6) coordination of acquisition and relocation, 7) exercise of extraterritorial powers.
