'Concept of operations' refers to the Controller's general idea, thoughts or notion on how an operation is to be conducted given the anticipated effects of the impact of an event. It is a statement of the Controller's intended actions and procedures should such an event occur, and is usually expressed in terms of stages/phases of the operation. This paper attempts to clarify the 'concept of operations', and the circumstances under which escalation and/or handover of the control of an operation may occur
