Subject: Hong Kong has an extremely high exposure to transportation accidents. Such accidents will generate a large number of injured and uninjured survivors. There is every likelihood that the RHKP and Fire Services will deal effectively with the accident and rescue survivors quickly. The Hospital Authority is probably one of the few hospital organisations in the world that could at least attempt to deal with seriously injured survivors in large numbers
