The apparent increase in the number and severity of 'natural' disasters in the South is anything but natural. It is the growth of vulnerability in the regional economies and their urban centres in Latin America that is responsible for the increasing impact of disasters on development, which in turn increases vulnerability. This paper shows how addressing the increased vulnerability of people in the South is the only solution
