In 1995, as in 1992-93, millions of Southern Africans withstood once again the hardships induced by another severe drought. This publication is a collection of participatory learning activities for people who work with at-risk communities, either in development or relief. It is intended to increase understanding about community risk and vulnerability as well as strengthen the training capacities of those involved in community-based disaster management. Unlike other part of the world, in Southern Africa there have been no learning and teaching materials published that support development and relief workers who consider community-based disaster mitigation a priority. This book is a first step in bringing the concept of risk assessment and reduction alive through a participatory learning process
