The Task Force was set up to evaluate the current status of flood plain managment in Missouri, and recommend ways to decrease the risk to life and property due to flooding. The Task Force recommends the use of a balanced strategy of structural measures, nonstructural measures, and relocation from the floodplain. This strategy will, over time, allow evacuation of the most vulnerable areas, while restoring areas of the flood plain to a more natural state, and still protect developed areas
