The Task Force was appointed in the aftermath of the Northridge earthquake in Southern California. Its purpose is to recommend improvements in the nation's disaster strategy and address the budgetary impact of federal disaster response programs. The cost of disasters, to the nation and to federal tax payers, is rising. An effective national disaster policy must reduce that cost to society overall, through preparedness and mitigation efforts. The recommendations aim to encourage personal preparedness and insurance, and emphasize the Federal Government's supplemental role
