The Metropolitan Fire Brigades Board (MFBB) commissioned a review of its emergency response function to identify the model of emergency response which best suits community needs. The model reccommended focuses on reducing discretionary or 'non-programmed' time of firefighters and replacing this with programmed activity which expands the traditional emergency fire response role and adds value to the dual mandate of the MFBB - the prevention and suppression of fires. The primary new duty would be the adoption of a first responder responsibility for medical emergencies
