This report examines the success of Australia's 'Guidelines for effective warning', what feedback there had been on their use, and whether they had been applied in New Zealand. It looks at emergency management in the context of floodplain management, in particular flood warning and emergency response, comparing practices in Australia and New Zealand with those in England and Wales. Concludes with recommendations for imporved flood warning and response in England and Wales
