This project was conducted to establish whether the SWOT analysis was of use in disaster planning. Some activities which can be combined under SWOT analysis are already in use. EMA has a model of planning phases identified as PPRR (Prevention/mitigation, Preparedness, Response, Recovery) This can fit neatly into the SWOT analysis, although there is a need to incorporate Capacities and Vulnerabilites analysis. The report uses the Townsville and Thuringowa Counter Disaster Plan as an example, and concludes that SWOT analysis is easily incorporated in disaster management applications
