Subject: Sections 1 and 2 provide the background to non-structural flood mitigation measures in Australia. Section 3 addresses the terms of reference of the project. For new developments the dominant strategy is the use of land use controls with associated regulations on floor levels. For existing developments such controls raise problems of equity and distortion of the property market. The need is therefore for a single comprehensive plan to address the problems of new developments, mitigation for existing developments and residual losses to both. 11 key barriers are identified, and recommendations made to overcome them
