Former planning director of Boise, Idaho, takes a historical look at the events and decisions that shaped floodplain management for Boise and the surrounding areas. The book describes three major floods that occurred in 1876, 1896, and 1943; local and federal responses to those floods; the political processes that brought about construction of Lucky Peak Dam by the U.S. Army Corps of Engineers; emerging conflicts over uses of Boise River water as a result of Lucky Peak Dam, particularly conflicts between irrigation and other uses; creation of the river's greenbelt; pressures to place development in the floodplain; and the flood of 1983. The author offers conclusions regarding where responsibility lies for managing the floodplain, floodplain urbanization, and valuing public goods such as flood control projects
