The results of this research indicate that all three groups of "gatekeepers" (ie. realtors, insurance agents, and mortgage lenders) view the floodprone subdivisions as lower-valued properties. While mortgage lenders did not exhibit a reluctance to handle these properties, realtors certainly did. The fact that some real estate agents admitted avioding handling these properties speaks to the value agents put on them. Further, insurance agents seem to be cynical about floodplain residents' motives for insuring their houses against flooding.
