This document describes an interactive Simulation Exercise in Disaster Management which is concerned with the management of a relief situation following Hurricane 'Gilberta' which has devastated a Caribbean country. The exercise has been created to assist participants in developing a better understanding of some aspects of the social, technical, political and logistical dynamics of disaster response within the initial emergency phase. The aims are to test basic skills in leading and participating in a government convened co-ordination meeting.
