Mapping as a means to transfer basic scientific knowledge on the earthquake hazard to use by code officials and the engineering and construction industries has grown in technical and political complexity over the past 50 years. Primary causes have been 1) a rapidly increasing store of scientific knowledge, 2) a rapidly increasing number of people and organizations with differing knowledge levels and agendas who are taking part in the knowledge creation and transfer process, and 3) a formal change process that has been slow to adapt to changing conditions
