On April 13, 1992, water rushed through a breach in the wall between the Chicago river and the Chicago Freight Tunnel and flooded the tunnel system 40 feet below downtown Chicago. An estimated 250,000 people were evacuated when water was reported in the basements and sub-basements of more than 50 buildings. This report describes the response, recovery, and ongoing mitigation activities related to this disaster. It summarizes the disaster events, the response by the state of Illinois, the history and current uses of the tunnel system, hazard mitigation opportunities, and recommendations to minimise or prevent future losses.
