This explanation of church disaster activities uses an organizational framework which emphasizes both a high degree of continuity between pre-disaster and post-disaster functioning and an organization prior to disaster impact. This framework first places the organization within the larger socio-cultural context which has influenced the development of the organization prior to the disaster. As a result of this context the organization has developed a set of normative, structural, and resource capabilities to meet a particular range of demands for services. A balance between organizational demands and capabilities is assumed to exist with the continued functioning of an organization. Prediction of on-going organizational functioning is closely linked to a knowledge of the current demand-capability ratio
