The model is based upon the premise that the structure of leadership in any given community is strongly contingent upon the existent community structure in which this leadership is embedded. It is proposed that basic community structural variables and configurations may be viewed as crucial antecedent determinants of the structure of leadership, or power, in a community. In addition, variations in the structure of this "leadership pool", taken as the unit of analysis, will effect the perception, saliency, and definition of "local community problems". Finally, proposals, strategies, and tactics for ameliorative action concerning these problems will be affected by their saliency and definitional properties as assigned by the "leadership pool"
